Attended the Presentation on RDDP 2034 by MC MCGM Mr Ajoy Mehta yesterday evening 15th July arranged by Bombay Chamber of Commerce . Mr S M Sukhathankar - Ex MC was one of the Panelist.
The Salient Features of Mr Ajoy Mehta’s presentation –
DP a mandated Law keeps in view Economy , Environmental n Social Equity , however it is driven by Market Economy considering the constraint on Land availability as against Population . Mumbai has worst Ratio as compared to Tokyo, London, New York. He covered the DP philosophy as indicated in DP report , Land Use Plan n Draft DCR(Law) keeping in priority focus on Employment – AH - Affordable Housing , Usages of NDZ n Salt Pan area; Education; Health;Gender commitments ; Open Spaces; Parking N Authority ;Roads- increasing area from 9 % to 18 % ;Upgradation of Storm Water Drain System; PSC ; Heritages . Few issues like Vending Zones, SWM - Solid Waste Management will be covered in detail during next meeting .
He had expressed concerns as regards to (1) Implementation of Proposed DP - 1964 DP - 19% n 1991 DP - 23% . (2) - Sea Pollution due to Untreated Sewage let out in Sea . (3) - Desalination plant which has huge power requirement n associated with rising cost of Electricity – Economically Unviable .
New concept of 5 yr Review Plan n subsequently Annual plan is being introduced to monitor DP progress .
Gender n Social Equity has been given equal opportunity - Safe House , Day Care Centres, Assisted Living Centres etc – One each at Ward Level ( Electoral).
And lastly the Ss n Os to be sent on or before 29 th July 2016.
As a citizen we expressed our apprehension as regards to Conversion of DP Philosophy( Wish List) into DCR , Vending Zones, SWM- Solid Waste Management . Additional points eg Rampant misuse of High Way Buffer Zone( 1991 DP),Open Spaces already encroached , unsafe Storm Water Drain cum FOOTPATH n Pedestrian Safety , PSC- Public Sanitation Convenience n Community Toilets, Newly Built Hospitals Dysfunctional n underdeveloped, Chaos to Surface Transport due to Metro Alignment ,
Opening of DP roads as already depicted since 1991 to ease Traffic , Station Area Improvement - Priority Kandivali - East station, Water conservation by restricting Run Down by Mandatorily constructing Pervious Roads n Appurtenant Area in Societies n Commercial Premises, Implementation of Auto Conveyance for the Societies especially going for Redevelopment - this will release / create more Land for Development n in process Open Spaces . ……….
