Please note there is a change in date for the official launch of our Mumbai GIS portal.

The new launch date is Tuesday, June 7, 2016, 4 pm onwards at the Chhatrapati Shivaji Maharaj Vastu Sangrahalaya (CSMVS) Visitor Centre, Fort.

A detailed schedule will follow shortly.

A part of UDRI’s Digital Inclusion project, the GIS platform is an attempt to bridge the Open Data access gap for all communities, NGOs, researchers, academic institutions and civil society.

It has been created with the intention to inform and encourage peoples’ participation in Mumbai’s development and for crowdsourcing issues that need public action.

From June 7, you will be able to locate hospitals, educational institutions, government offices, and even taxi stands, in a jiffy. The Urban Design Research Institute (UDRI) will launch an online open data platform, which will offer all the information, for free, about the city.

The platform has around 130 data layers, covering demography, land use and development plans, housing, transportation, physical infrastructure, social amenities, environment, livelihood and governance. “WebGIS is part of the UDRI’s goal to make spatial data on Mumbai available online,” said Keya Kunte, director of UDRI’s Bombay Studio and Projects.

The data layers are superimposed on the map of Mumbai. For example, if someone wants to know about hospitals, he has to select the sub-layer named after them and locations of all hospitals in the city – which are currently on record with the UDRI – will be shown on the digital map.

“This is relevant at a time when data about the city lies with multiple government departments, and is not easily accessible. It is also important when highly-restrictive mapping policies such as the Geospatial Regulation Bill sit side by side with the Digital India campaign. The platform aims to bridge the data access gap for NGOs, researchers, civil society, and communities,” said Pankaj Joshi, executive director, UDRI.

The developers said they do not claim, at this moment, that all the available data is error-free. “We can make it perfect only through peoples’ participation. Once we go online, we would like NGOs, citizen groups and individuals come forward to feed us with data,” said Ms. Kunte.

It took over three years for the UDRI to pull information from various secondary sources to produce the datasets, bringing them under one platform, which is first of its kind in Mumbai. The project was supported by Ford Foundation and the Bombay City Policy Research Foundation.

WHY OPEN DATA MATTERS
‘Open’ Data means that which is unrestricted in its access to people. In India, it is a challenge to acquire data on cities, coming as it does with a high cost that is unaffordable to many. This platform aims to provide access to data for those organisations and people who would not otherwise be able to, and can be used to engage with the city actively. Data can be a powerful tool of empowerment for citizens to take the democratic process into their hands. It is also a tool that can initiate dialogue with local authorities, making them accountable to citizens for providing infrastructure and services.

HOW TO USE THIS PLATFORM
People can use the platform to view existing spatial data or the mobile app to report deficiencies in their neighbourhoods, voice their demands for better infrastructure and amenities and collaborate with government in planning, implementation and monitoring.

The site comprises of two main interactive platforms: MAPS and CITY LOG.

MAPS is a spatial database on Mumbai city that can be used through three options. The first, Layers, comprises various maps generated under 9 thematic heads of Demography, Land use & Development Plan, Housing, Transport, Physical Infrastructure, Social Amenities, Environment, Livelihood and Governance. The second, Queries, allows users to view and generate data with graphs and tables alongside spatial data. The third, Tools allows users to carry out area calculations, buffer, zoom and print relevant maps for their purpose.

CITY LOG is a mobile application (still under development) that will enable users to report issues in their neighbourhood and pinpoint corrections to be made to existing maps. The app will require users to set up a user account through Facebook or Gmail. The app is currently functional for iOS and Android users.
