Late 2014, if schedules are meet, brings about the tentative implementation of the third statutory development plan for the city of Mumbai. Four citizens groups/ academic institutions, Urban Design Research Institute (UDRI), YUVA Urban, Kamla Raheja Vidyanidhi Institute for Architecture and Environmental Studies (KRVIA) and Tata Institute of Social Sciences (TISS) have taken upon themselves to be the forebears in voicing the demands for the citizens of Mumbai. Project to note is progressive in the agency/ institution conducted area planning exercises for the city. Popular among these area were the Parel Mill Lands and Eastern Waterfront Plan both done in collaboration between UDRI and KRVIA. Case for the need to activate a citizen’s plan for Mumbai in conjunction to the upcoming planning exercise was internally activated at the UDRI in July 2007. Over time as situational urgency was felt other organisations contribute to the conversations. Although YUVA Urban was actively involved, it reached a position of prominence in around late 2011 though at the moment of this writing they are more persistent when compared with activities at UDRI. Though not a competition in any form between the two organisations there is a level of audit and control to direct a perspective that claims to be a citizen’s plan for Mumbai. On basis of available records via program websites and disseminated documents coagulated between themselves are a sum total of 169 organizations who have submitted vision guidelines to the MCGM, their consultants Group SCE to incorporate into the city development trajectories being laid out. KRIVA and TISS as a result of strategic partnerships via projects and associations have played role of supporting agencies to the project imagined at hand.

Considering the significance of the event in the lifecycle of city planning exercises an informal documentation model is imagined and presented via this project. What began as a series of blog posts sporadically published between January and June 2014, the texts have been a gathering of ideas towards a study of institution project conducts. Popularity of events, suggesting available material and found texts from varying sources are gathered, analysed towards the submission under review. Section titles, [02] the quartet sings from january to june & [01] broken songs from earlier, are two content silos presented for as argument. Being initially associated with the project, then observing it from the side-lines has resulted in the form of ordering for the accumulated posts selected and considered part of the quasi narrative compilation. Reverse structure of the texts is interpretive of the blog format in content archiving. To elaborate the two sections – the first is a collation of early idea sets, draft briefs, partially published sketches of city vision plans and manifestos that through its multiplicity and formats to have shaped the present state of citizen’s visions. The second set stages the sum total of all event observations that have played out between the government, agencies and the citizens to have tagged along for the mentioned six months. This format and reaction is representative to the quasi-public material about the project. History is therefore attempted via stochastic finds approximately laid onto a linear structure. Though to be considered a sketch as idea a more detailed observation and representation of the period is what this project warrants.

Background to this observation … extended history of the processes as detailed by the brief and the formulation of a method for right amount of participation for any of the future planning purposes.
